The PWA says you do not have to acknowledge an assignment until 3 hours prior to REPORT. What you say about the 19 hour notice is a potential fix to this problem, but would require change to the PWA. As it stands now, if they give you a trip with 19 hours notice, you can still wait until 3 hours prior to report to acknowledge it - making you illegal for the trip...
I couldn't find that exact language in the PWA, but if it's there, then long call reserves will never be legal to work unless we voluntarily acknowledge a trip with enough time to get the legal rest.
To say that the union would have some huge leverage would be an understatement
