When you say "out on the 7th 1359," is this your block in or block in plus 30.
My humble opinion: If it's block in + 30, you're legal per the FARs as block in is at 1329. 117 does not add the 30 minutes our PWA does. Now if you block in is at 1359, then you have a conflict. Again, my best read on this.
