No "cherry picking" on my end, I did copy the whole article from the news source I looked at it didn't include the bottom portion. But, never the less, that still is a lot of bureaucracy just to give out a Christmas card by a bunch of kids. Sorta like kids now have to get a permit in certain places just to have a lemonade stand.
