From the way it was explained to me, no duty can occur on the first day of a reserve block before 1000. Requiring us to acknowledge an assignment is a duty, therefore that day off before a reserve block becomes a duty day, affecting FAR 117 legalities. The only way an earlier assignment can occur is if "two way contact" is made by you answering the phone because you answering the phone is voluntary, and as such not a required duty, because you chose to do it, and this is allowed under the FAR.

If such positive contact is achieved, there is no requirement to enter the 1 minute of duty at midnight but contact must be made at least 10 hours prior to the report or SC/FSB start time.
