The seat lock is new so I'm not 100% sure but I think your year starts somewhere in your actual training footprint. IOW, I very seriously doubt any flow holdbacks will be eating away at their lock while still at CPZ. As for "getting another crack at it" I doubt that as well. Probably once you get your AC, whenever that is, that's it and your year will start sometime in training or perhaps the completion of training.
That said, the vast majority of new hires will get an AC (and probably a choice) that is based anywhere they can possibly hold in the first year anyway with a lateral.
