Yes it does say that. Be aware that you can participate in an AE and still be seat locked. In other words, you may be able to change bases but not planes......
This probably deserves a call to ALPA and/or the Company to find out for sure.

Don't forget- even if a new hire has a one year seat lock, they can still participate and be awarded an AE as long as the conversion window is outside of their lock (and the company can award it regardless of seat lock if they want to). If they are on property even a month and the company uses one of their one year conversion windows, they can swap jets as well as bases.
