Yes EVS reduces CAT 1 mins to 100' above TDZE. The EVS has to be incorporated in a HUD for this to happen, when incorporated with a HUD it now becomes an EFVS. A stand alone EVS with no HUD will not qualify for the reduced minimums. Most newer Gulfstreams ie 550/450 have that capability. Advisory Circular AC 90 that the FAA published explains the process and FAR 91.175 paragraph L will explain the minimums.
