JA is a way for crew scheduling to cover trips due to a myriad of reasons (sick call, crew times out, IROP, etc). The methodology varies from airline to airline but the call list is supposed to start in reverse seniority order and work up the list until a crewmember accepts or gets "tagged" with the JA. The 200% is a way to lessen the pain of flying on a day off or possible extension based on which airline as a means of remuneration.
