Military has numerous options (ROTC, Army WOFT, pursuing a slot in the AF ANG or Reserve). Otherwise, the cheapest route out of pocket is likely your local Part 61 school. Don't know of any scholarships to fly other than maybe some Young Eagles type of program?? But I think that's mostly for junior high kids and younger. As stated above, also look into the Civil Air Patrol.
