The additional training will be a prerequisite to taking the ATP written, and is in addition to airline training programs. If regional (or other companies) require mins+ written, that's basically saying they're not paying for it.
I don't know where people get the idea that "regionals can't fill classes". Where are you getting this info? Maybe silver/eagle aren't filling classes, but I happen to know there's a line out the door for 100% full classes month after month where I work. A true shortage of qualified applicants will be evidenced on the regional side when they drop the ATP written requirement, and/or raise FO pay scales.
