I think you are confusing the shaker and the pusher. The pusher will be inhibited under a multitude of variables.
- more than 200kts
- less than 500 RA
- less than .5 G
- quick disconnect button pressed
- system channel inop
- etc....
Now the shaker could go off, but I would question ones landings and speed control if the shaker goes off.
Just like we would question the judgement of a crew that decides to try land with a 30 knot tailwind, not once, but twice!
