It very well could be that the low-time pilot with bridge program CRJ sim experience is better suited for a regional job than somebody flying around the patch in their own 152 for 1,000 hours.
But I agree with you that an HR department shouldn't categorically dismiss someone on the basis of NOT having gone through some kind of preferred (expensive) program.
