Most turboprop pilots can (and often do) fly 1200/year. I think he was saying that if you get hired at a regional with 1500-2000, you would have 3-4K in two years. This is true for the guys who got hired a few years ago, but obviously not applicable to the 250 hour regional pilots of today.
