So what are we talking about, like 20 bucks per employee? They also save money by having the ability to hold back in the first place. Carrying a surplus of that size is very cheap operational insurance and buys time making sure you got it right instead of blowing the dam and then realizing you should have waited longer.

That makes sense but it's more of an example of every airlines' mentality. Most places will ALWAYS run the Captain side short because they cost more, especially at the regional level. They want to let them flow for this reason I bet, purely $$$ based.
