Many mainline airlines are providing them to there pilots, but they have much larger economies of scale and stand to save a substantially larger amount of money than a small, or even large, regional airline.

But if you evidence to the contrary, please provide me with the list of regional airlines that provide them and I'll admit I was wrong.
