Define upcoming? I think they would drop the mins before hiring street captains.
It's not in management's best interest to lower TSA's upgrade minimums. If they lower the upgrade minimums more FOs will upgrade and they'll just be short FOs. If they hire street captains they won't lose any FOs to upgrade and will only have to pay for one person to go through training instead of two.
