How does that occur? There have been discussions in the past that the recommendation only matters after the interview invite? Is it back to now somehow getting that recommendation to the right person in order to get the interview?

Unless the Captain that walked the "particulars" in was the CP or the DO, I doubt the walk-in got him the interview (and, no, I have absolutely no idea if the CP or the DO could get you the job, so don't tell them I said they could !!! ). The only current and official info we are given is that the recs are considered
after the interview. Clearly, lucky timing and persistence are the key to the initial call.
