The hell it isn't "merit" based or earned. At my former airlines you DID have to pass a rather through proficiency exam, both by the FAA and the Company. I can't speak for whatever fly by night you worked for that handed out the 4th stripe when it was simply your turn.
You choose to remain a FO because you are apparently unwilling to demonstrate your merit.
