You've probably come to this conclusion if you have looked at any of Clayton County's info. There might be a few little enclaves tucked away here and there but the school system had their certification revoked several years ago (very corrupt school board). Don't know what their status is now but it never was that good

I grew up in Fayette County (Fayetteville & PTC), both are great places to raise kids (I turned out close to normal, my opinion only ). And, it's a relatively easy drive to KATL.

North side has pluses and minuses also, which have already been addressed (lakes, mountains - good, commute to south side - pretty bad at times).
