And to further slice the words ... just because someone is not on dues checkoff does not mean he's not paying dues. He could be writing checks each month and creating an end-of-year headache for the MEC Secretary-Treasurer.
To be clear on this point -- I did not mean to imply SCP WmMcD is not paying dues. I have no idea if he is or not. I only observed (incorrectly) that he is not on DCO. The truth is that we don't know that, either.
For those of us to whom it applies, paying monthly dues or service charge is mandatory. DCO is voluntary.
If I'm on DCO, The Company reports my income
monthly to the Association and withholds the amount specified by the Association from my next month's paycheck.
If I'm not on DCO, I decide how much to mail in every month, and The Company sends my
annual income information to The Association within 45 days of the end of the calendar year. Then the reconciliation process begins.
Our SCP could be on either "program".
