It could easily be both.
We could be short of planes and even shorter on pilots. Marketing plugs in how much they want the planes that we have to fly, and Flt Ops says if we can do it or not. But that doesn't mean we couldn't use more planes (assuming we had the staffing for them, which we don't, which is why its a moo point at this time).
