They won't be bypassing the ATP rule because they will still need their ATP before they ever set foot in a P121 cockpit. They are bridging that gap with time as a P135 FO rather than being a CFI right up to 1500 hrs - and probably coming out with a better idea of what it takes to operate in that industry too. This has become no different than a 300 CFI getting any other P135 job to build time.
