I have no idea how it works. I have a friend that e-mailed me the process and it said "Candidates who have already created a profile will receive an e-mail with specific instructions on how to become an applicant this hiring cycle". Up until February of this year I haven't updated my pilotcredentials since 2011 and have not received the e-mail notifications that everyone is talking about. So I am assuming that even though I have a PC account that I will probably have to resubmit the whole thing? Either way, I just want to make sure that I'm submitting everything correctly.
