Unless its changed recently, there is no runoff. Total votes for a union brings in the union that has the most number of votes. For example 2000 votes for ALPA, 1 for JBPA, and 200 for the major league players association equals 2201 union votes. In this case, ALPA wins, there is no runoff.

So, long story short, every yes vote helps, even if you wrote in Dave Barger, just as long has ALPA has the most votes in the yes camp.
