I guess you don't understand the connection between a security clearance and the IAD base. Think about it. If you don't have the security clearance YOU ARE NOT QUALIFIED TO DO THE FLYING. Think of it as a type rating. If you aren't typed in an A320 YOU CAN'T FLY AN A320.
Period, end of story. If memory serves me right, EVERYONE at NAA had the option to bid the IAD base when it opened. You, apparently, did not.
