Both of you are correct. LUAL and LCAL guys are being returned by different methods. Ultimately the second answer is correct. You don't bid. You tell them where you want to go. I've heard going through the PSS for the LUAL guys has been a bit of a hassle. So far on the LCAL side, it's been pretty smooth as the CPO handles it.
