Ultimate goal is to get out west (SLC or SEA), but I'm aware that will take some time. I'm retiring out of the military in CA and have to move by the end of the summer (base housing), so the intent is to live in domicile in order to maximize QOL. Fortunately the family is onboard with any of the junior bases (NYC, ATL or DTW). The challenge right now is knowing that we'll likely need to clear out of housing and set up camp at my in-laws until I finally start class. A good "problem" to have, though, so I'm just trying to stay patient and learn as much as I can about the lay of the land.

I have a few buds who are, have been, or expect to be in the same boat - retiring and "homeless" during class (We were blessed to have our last station where we plan to live for the foreseeable future).
Since you've got a hole-up position, what about leaving your HHG in temp storage, put essentials in a trailer, and wait till you get a good picture of what's going on before making your next move?
Then, figure out which junior base is your favorite and find a short-term lease. Then, in the odd chance you get an opportunity to grab a seat out West within that 1yr clock, you're still "agile" and haven't burned your final HHG move.
