Actually under our intriguing rules it would be up to the members of LEC 7 whose members include blocks 1, 4 and 8.
If you want to get
really technical, it's the members of Local Council (LC) 7.
LEC (Local Executive Council) 7 consists of only the 3 Local Council officers -- the 3 Block Reps.
It's a common mistake, perpetuated by our own MEC's constant misuse of the term.
