According to Donatelli at the NYC LEC meeting, they are very close to wrapping up the 117 negotiations. From what I've heard from talking to some reps is that it's kinda hard to negotiate with the company when the comapany doesn't want to negotiate.
One thing that was said in the meeting was that (I think I got the numbers right,) the historical number of GSs in Jan-Mar was 500, but for Jan-Mar 2014, we were up to 5500. That finally got the company's attention and motivated them to start talking.
Doubtful that 117 relief would've prevented the dramatic increase in GS periods. Heard just a few days ago that there have only been around 50 instances (since January 1!) system wide of PDs "given" to pilots for not following the SD memo. I wouldn't consider that leverage.
If we are truly getting close to an agreement it's because there's not much in it for us. History bears this out.
