Part 117 question: Is the 100 hours in 28 days based on Zulu time or Local base time? Thx

Edit: Think I might have answered my own question. The 117 limit is 100 hours flight time in 672 hours. So it would be a rolling 672 hours so zulu or local wouldn't matter.....?
