Personal wild a** guess is they plan on opening a FLL 190 base, and maybe an international division as well. These are pretty big changes, and I'm thinking the legal department doesn't want anything drastic happening during laboratory conditions for the vote.

I'm thinking they will wait til June because it will be a fuster cluck trying to sort out two system bids happening within a month of each other (assuming one end of April and another beginning of June) with regards to who is supposed to go to training first, and transfers, new base/equip statuses, international, blah blah.
