If you're advocating to stretch your current 12 steps to 18 without diluting the current values, then sign me up. I don't think anyone is debating that point.
See, that's the problem with this discussion, and it ALWAYS comes up. It is ASS/U/ME/D that it is either a compression or expansion of current rates. It doesn't have to be that way. But, if you insist on this, I just want maximum rates from the get-go, and annual raises, with a COLA in the event of negotiations stagnation. Throwing this time in service thing in makes zero sense, especially when it is a nebulous as age 65.
