Even if you weren't senior enough to be a line holder, they would build you a line so you could get to 100 hours that first month after completing OE. It made sense on the UAL side because the reserves were never abused like they were on the CAL side. The over abundance of EWR 737 FOs right now is an anomaly. Up until six months ago, I'd say the reserves were all flying 70+ hours each month so getting the consolidation done was not an issue.
