You get to bid whatever you can hold, vancacy or not, no freeze, and a paid move if you want IAW the semi-complex provisions that are too cumbersome to attempt to post. Plus you get reinstatement rights that can help you get back to where you were displaced from "ahead" of others in some cases (not really ahead of anyone, since you already had it at one time). Over all not a bad deal if it has to happen.
