If the trip you are swapping for is a Qualified trip in open time it won't work. The pilot wanting to drop the trip on a day with insufficient reserve coverage will have it converted to a qualified drop. If you were to swap a trip for that it would create the same problem for scheds with an open trip in the pot with low reserve coverage.
Having said that, I thought the original poster was meaning why can't we swap with the pot for a same day trip. That would be nice. If I have a late leaving Europe today and there is a better trip in open time for today why can't I swap with the pot for it?
You could do that, but it would require a change in the way we award white slips etc. Since white slips go first and they are a proffer if same day, that would require either swaps going ahead of ws on a pcs basis, or taking away the "proffer" part of the equation. And that is really one issue of several.
I know on the surface this seems like something easy to do, but it does have a lot of tentacles when you start exploring it..
