Yes, true. Regionals are typically the entry-level job and have usually lower time/experienced pilots than their major/legacy/LCC counterparts.
Mainline pilots are carefully vetted and have tremendous experience, whereas regionals will hire any one with a pulse and an ATP. The ATP was even optional until 6 months ago. "
Again, true. The proof is in abundance. Anyone with the minimums and fog a mirror has a good chance at the regionals. The majors is where the experience level is higher in the average applicant, for many reasons, one being it's usually not an entry-level job at that point. It is far easier to get hired at Endeavor, Silver, Envoy than it is to get hired at Delta/American/United.
