The majors is where the experience level is higher in the average applicant, for many reasons, one being it's usually not an entry-level job at that point. It is far easier to get hired at Endeavor, Silver, Envoy than it is to get hired at Delta/American/United.
But has it always been that way? Speaking with a grey hair ex PAA guy down in MIA after 9/11, one of the tales he spun was that one or two times in his past during hiring spurts the Elephants were all scrapping to hire pilots. It got to a point that they were taking peeps with "...500-700hrs and no college. Heck, I don't have a degree and they took me!!" he said. He might have been fibbing a bit, but you get the point.
The hiring now a days going on at the regional level is reflecting that past. But hiring at the Legacy level still has a wealth of applicants so the requirements that have been place there still hold.
To put it in simplistic terms, "it's a supply and demand thing"
