Thanks to those who mentioned that some states have banned employer credit checks I found my answer with a search: (This is from 2012)
"The total number of states that limit employers' use of credit information in employment is now eight: California, Connecticut, Hawaii, Illinois, Maryland, Oregon, Vermont and Washington."

Thanks to everyone who made the effort to reply to answer my question.
To those of you who don't know me or my situation, yet felt justified to slander my character...
I hope that I can be like you someday when I decide to grow up and become a responsible member of society.

Once I reach your level, I will erect a throne worthy of royalty, clad in gold. Sitting on this throne while viewing myself in a large mirror, I will worship myself as a god of morality and responsibility while spitting on the lowly irresponsible serfs below who have foolishly committed to a debt in good faith in order to improve their lot in life by getting training for a career- and then fell on tough times.
"You stupid serfs!
Know your place!
Now bring me more grapes!
You leeches on society! Look at me! You are nothing!"
