Tattooed neck, face or hands pretty much tells the world that you no longer give a SHIZEL....
However, with that recent changes to our home state's laws, it may depend. Having say "420" tattooed on one's neck may be the equivalent of a masters degree for job hunting purposes in a certain career field.
