I think he's implying that anyone vacancy bidding into EWR on the 73 will see a pretty significant bump up in regards to base seniority. For instance, an FO who is 75% at IAH or 90% at DEN might be 40% at EWR.
No what he is talking about is the ability to "bump" into any seat at any base that your seniority can hold if you are not trained by a certain date. Many airbus and 76T FO's could bump to guppy capt or widebody FO.
