For what it's worth, USAPA didn't really make an announcement. What they did do was simply send out a recap of the BPR meeting, which they do after every BPR meeting. It included the resolutions that were voted on, including the resolution that led many people to question whether an actual protocol agreement had been reached. It also included, as it always does, the results of the vote. It did not include, as it generally does not, any explanation of what the resolutions actually mean in plain language, which is why it was unclear what the the actual significance was.
