Senior captains at the regionals would fight that as hard as they possibly could. There would probably also be lawsuits involved. There are quite a few people at most regionals who have no plans to leave the regionals and would pitch a fit over any kind of absorption that they wouldn't have the right to pass up.
Not that I think any of this will happen, but the scenario you envision wouldn't be the case because there would be a two way fence. Maybe for 10 years or more, that would prevent the bump/flush. Everyone would keep their current position, the pay check would just come from somewhere else.
