I think you meant to say a commercial pilot can not provide his services and an airplane without an air carrier certificate except for the flights you list. I can certainly put my card on the wall of the FBO and say I'll ferry light airplanes for $500 a day.
Yes, that's the key. You can advertise your pilot services but not you AND the plane, that would require a commercial operator certificate.
