I believe military commanders can authorize civilian employment while serving on active duty, but I think it needs to be in writing. Also, concurrent civilian employment is always authorized on terminal leave. At any rate, I wouldn't "secretly" do this. I would coordinate this on both sides to see if anyone has an issue with it.
