Nope. The chart is limited as it only displays the most junior pilot in a seat. If 70 CAs bid into a seat where the junior pilot is already junior to them the chart will not change.

Not really. While the chart shows where the most junior pilots are based, it does not provide any assurances that one can hold a specific base or seat once "x" number of pilots retire.

By the time a new hire can bid a different base (or aircraft) he/she will have been able to check out the monthly bid awards and thier realitive % on the equipment bidding screen. The combination of all three sources of info provides a much more complete picture of one's seniority. (Or lack therof.)
