I think that's a valid argument. I'm sure there's a correlation between time away from a training program and success rate. But again, that's a generalization. The fact that cancer appears at a rate of X in the population does not mean the chances of a single individual getting cancer is the same X. But I'm a self-proclaimed psychometrics geek and can argue it all day long. Large organizations don't have the time, inclination, or necessity to sweat the small stuff. For convenience and expediency they have to operate squarely in the middle of the curve. I get that.
