I never studied it that closely, but I assume from what you describe that the "Compare Your App" feature simply uses baseline numbers.
For whatever reason, Delta appears to have recently stopped putting military conversion times on the app. I used to pull up my app and look over the hours after every flight. My app used to have the military conversion flight times on it, but now it does not. They still have the military sorties info, so I'm sure they look at that somewhere.
