I also would have liked to have seen all CDO's placed into hard lines with company provided hotel in domicile. That would provide an entire month of circadian protections and a dark quiet place to rest with no daily grind city commute or home life distractions for those who wanted to prioritize rest.
There would still be some that found their way into open time for volunteer WS/GS, but pilots would have to choose to fly those. For the rest that went to reserves, I'd like to see additional protection such as increased time to notification as well as a much longer rest period upon release. Like nothing before 10am the following day.
And the 2 hour block limit, extendable to 2:15, was way too long IMO. 1:30 should be the max even with favorable ground times, and maybe 1:45 with absolutely ideal ground times (9:45 on the ground with the perfect airport hotel you can walk to, etc) but 2 hour block with worst case scheduled ground times was just too much as is. Throw in the slightest IROP/MX and it goes ugly early.
