It sure seems like the senior half of the PHX FO list is in no hurry to upgrade out of PHX.
I'm guessing a lot of those PHX/West Coast-dwelling FOs with spouses/houses/kids are not going to upgrade unless they can hold PHX/LAX Captain--they aren't going to leave for IAD/ORD or even Houston, or at least that sure appears to be the case.
