Personally, I'd reverse engineer the LOA s on the JVs and define significant with the points that later proved to be harmful to us. It's not that difficult nor a contentious issue. Obviously 117 changes and CDOs are significant.
I am firmly with you on the Transatlantic JV 36 month window. Unsure on the TransPac and against on 177, but again with you on CDO's.

If we can figure out a litmus test for "significant" then I agree with you and will work on getting something passed if you want the help.
